We are writing to you as the Gig Workers of Indian Federation of App-Based Transport Workers and Maharashtra App-Based Transport Workers Union, representing thousands of hardworking drivers who are deeply affected by the ongoing issue of bribery in India’s transport sector.

Bribery has long plagued the transport system, and app-based drivers, in particular, bear the brunt of this unethical practice. Drivers working for app-based platforms are often forced to pay bribes at various stages of their work, especially at Regional Transport Offices (RTOs) and traffic signals. These illegal payments not only place an undue burden on hardworking drivers but also erode the public's trust in law enforcement and regulatory procedures. The issue is widespread, affecting the livelihoods of countless individuals and undermining the principles of justice and fairness in our society.

The Reality of Bribery in the Transport Sector

Every day, app-based drivers face significant hurdles in the course of their duties:

1. Bribes at RTOs: Numerous drivers report being asked for bribes to process essential documents such as vehicle registrations, permits, and fitness certificates. Even for legitimate approvals, they are often forced to pay extra just to avoid delays and inefficiencies in the system.

2. Traffic Signal Extortion: There are widespread reports of traffic police officers demanding bribes to overlook minor infractions or fabricated violations, thus compromising fairness in the enforcement of traffic laws.

3. Harassment and Fear: Drivers who refuse to participate in these corrupt practices are subjected to excessive scrutiny, harassment, or even unjust penalties, ultimately affecting their livelihoods.

Proposal for the Implementation of a Strict Anti-Bribery Policy

In light of these challenges, I urge the government to implement a comprehensive and stringent anti-bribery policy, incorporating the following measures:

1. Digital and Transparent RTO Processes
   – All RTO-related processes should be digitized to minimize human interaction, reducing the opportunities for corruption.
   – Drivers should be able to access fast-track services without being forced to pay unofficial charges, ensuring that all transactions are transparent and legal.

2. Strict Monitoring of Traffic Officials
   – Mandatory body cameras for traffic police officers can help record all interactions and prevent bribery and misconduct.
   – An anonymous complaint system, such as a dedicated hotline or mobile app, should be established to enable drivers to report bribery demands without fear of retaliation.

3. Strong Legal Action Against Corrupt Officials
   – A zero-tolerance policy should be enacted for any RTO officer or traffic police personnel involved in bribery, with immediate suspension and legal action.
   – Whistleblower protection should be established to safeguard drivers who expose corruption from harassment or retaliation.

4. Driver Awareness and Empowerment
   – Drivers must be educated about their legal rights and provided with training on how to deal with RTOs and traffic police without resorting to corrupt practices.
   – Our union is committed to supporting drivers through legal aid and resources in their fight against corruption.

A Call for Collective Action

Corruption thrives only when there is both a giver and a taker. It is crucial that authorities enforce strict laws to combat bribery, but it is equally important that drivers take a firm stand against these unethical practices.

The Indian Federation of App-Based Transport Workers and the Maharashtra App-Based Transport Workers Union are committed to standing up for the rights of drivers, and we call on the government and law enforcement agencies to take immediate action in implementing these measures.

By ensuring transparency, fairness, and accountability, we can lay the foundation for a corruption-free transport system. Only then can we ensure a future where all workers are treated with dignity, and the system is fair for all.
